"Could Not Write Attachments" When Importing a Project with P6 Web Services (Doc ID 1583494.1)

Symptoms

When importing a file using P6 Web Services the following error occurs:

SEVERE: Exception caught in WS Importer:
com.primavera.integration.client.xml.xmlimporter.reader.ImportReaderException:/home/pmsvr/ImportExport/Import/ws_importer_1374156237482.xml (No such file or directory)

In the log file following errors occur:

Interceptor for {http://xmlns.oracle.com/Primavera/P6/WS/WSImport/V1}ImportService#{http://xmlns.oracle.com/Primavera/P6/WS/WSImport/V1}UpdateExistingProject has thrown exception, unwinding now
org.apache.cxf.interceptor.Fault: Could not write attachments.

Caused by: java.io.FileNotFoundException: ws_importer_1374156237482.log (No such file or directory)

The SOAP response has the following fault:

When exporting a project no error occurs but the export file is not be created.
