OCSC Fails To Process All Calls With Empty CgPN Or ACPN

When there is empty CgPN (Calling Party Number) or ACPN (additionalCallingPartyNumber), OCSC fail to process the IDP and calls are failing.

The following error can be seen in PN server.log:


Under some specific conditions, 100% of the calls are failing.
