Goal
On ETPM 2.3.1 SP1 (and corresponding demo data) is applied on top of 2.3.1.
When attempting to recommend a Payment Schedule, the following error occurs:

This has worked prior to SP1.
The issue can be reproduced at will with the following steps:
On Demo data:
1. Main Menu -> Case Management -> [+] Pay Plan (to add pay plan)
2. Search Primary Account id for Person Name "Cooks For a Cause"
3. Select Division of Department of Revenue
4. Select Obligation Type of PP-STD
5. Click Recommend push button at bottom of page
6. Click Recommend push button in Recommend a Payment Schedule window
