Symptoms

On all version of Oracle Communications Network Charging and Control supported by Remote Diagnostics Agent (RDA) Heath Check Validation Engine (HCVE), Rule A10311 appears to be always failing, even when the Oracle database init script appears to be suitable to start, stop, and restart the Oracle database.
