Oracle Communications Network Charging and Control, all releases supported by Remote Diagnostics Agent (RDA) heath check validation engine (HCVE).

Rule A10311 appears to be always failing, even when the script /etc/init.d/oracle appears a content which is suitable to start up, stop and restart the underlying Oracle database.
