Clicking Draft link for Periodic Reports opens Blank IE Window (Doc ID 1587696.1)

Symptoms

On a periodic report menu screen, when user clicks Draft link, a blank IE pop-up window always opens. The report is not shown in the IE pop-up window or IE does not prompt for Open / Download / Cancel.

.......|--<each periodic report>

If re-printing the periodic report, the behavior is the same, a new IE blank window is opened.
Nothing is shown or downloaded.

(The issue had never been observed for ICH PSUR and J-PSR.)
