USC Selector Looks Mandatory For Creating Charge Offer (Doc ID 1588021.1)

Goal

Have tried creating a charge offer using PDC 11.1.0.2.0.

While adding impact category it looks USC selector is an mandatory field. But as per the documentation(PDC Help), USC Selector is an optional field.

Please clarify this conflict.
