Provisioning Service Order Not Raised During Status Flags Change of Inactive Service (Doc ID 1588092.1)

Symptoms

Service order is not getting raised during change of Status flags.

Steps:

1. Call PCM_OP_CUST_UPDATE_SERVICE with status 10102 (PIN_STATUS_INACTIVE) to raise a service order.
2. Again call PCM_OP_CUST_UPDATE_SERVICE by changing the status_flag value while keeping the status same as 10102. It's observed that the service order has not been raised.

Expectations:

If there is a change in status flags, then the service orders for the same need to be raised. So another inactivation order should be raised if there is any change in status flags.

Also observed that for an account having any service as inactive, change of password is raising an unwanted service order for service suspension for the inactive service.
