Letter Templates Are Not Accessible In Argus Console After Upgrading to 7.0.x

Information in this document applies to any platform.
Letter templates exist in the environment, however the console cannot access them after upgrade.
The button to open the template in the dialog is not enabled.
The templates do exist in the database backend.
Upgrade performed from Argus 4.2.1.x to 7.0.x.
