PMDA E2B Transmission is Failing With the Error "####" is not a character number in the document character set" (Doc ID 1588909.1)

Symptoms

Unable to transmit the PMDA E2B and the following error was an output in the E2B Transmission log

 
Error:

C:\Program Files (x86)\Oracle\Argus\InterchangeService\DTDFiles\NSGMLS.EXE:
C:\Program Files (x86)\Oracle\Argus\InterchangeService\DTDFiles\ESM_XXX_XXXX.TMP:XXX:XXX:E: "8203" is not a character number in the document character set

 

Note:  8203 is just a sample number so any invalid number will be displayed.
