Goal

The user has recently migrated from 7.2.1 to 7.5 and currently testing Billing process. When attempting to run billing for a large account in an upgraded 721 to 75 on Exalogic, there was performance issues.
The performance of the billing process was rather slow (currently 20-50 bills per minute), and the main observation was that although CM threads were active, only 1-2 were active working on DB at a time.

Please help to understand the root cause and improve system performance.  Also, please suggest better configuration numbers based on the total number of transaction processed through this CM/DM flow.

The followings were the current configuration:
pin_billd/pin.conf
 - pin_billd children 5
 - pin_mta children 12
 - pin_bill_accts children 40

dm_oracle/pin.conf
 - dm dm_n_fe 16
 - dm dm_bigsize 805306368
 - dm dm_max_per_fe 48
 - dm dm_n_be 256
 - dm dm_shmsize 2147483648
 - dm dm_trans_be_max 180
