Poor Performance of Billing Process upon 7.2.1 to 7.5 Upgrade (Doc ID 1589440.1)

Goal

An user has recently migrated from 7.2.1 to 7.5 and currently testing the billing process. When attempting to run billing for a large account in an upgraded 721 to 75 on Exalogic, there was performance issues.
The performance of the billing process was rather slow (currently 20-50 bills per minute), the main observation was that although Connection Manager (CM) threads were active, only 1-2 were active working on DataBase (DB) at a time.

Please help to understand the root cause and improve system performance.  Also, please suggest better configuration numbers based on the total number of transaction processed through this CM and/or Data Manager (DM) flow.
