CSR Should Not Be Able To Change Payment Method Through Customer Center

Q1. There is a requirement that a particular set of CSR's should not be able to change the payment method of a customer, means he/she should not be able to make an account as non paying child or vice verse. The permission string for same is no where mentioned in the OBRM 7.3.1 documentation. How to achieve this business case?

Q2. As per KM <Note 1523931.1>, it has reference to /customercenter/payments/paymethod permission string. Can it be used on 7.3.1 version?
