How to Configure Different Quarantine Periods for Different TN Specifications (Doc ID 1590295.1)

Goal

To Create 2 different pools(A and B) for MSISDNs for a service provider. And each pool have a different aging process. Also Service Provider prefer to keep the quarantine periods configurable.
For Eg:- Disconnected to Transitional period - should be configured to 24 Hours for MSISDNs in both pools.Transitional to Unassigned should be 100 Days for 'A' Pool and 180 Days for 'B' pool.

Customer wants an option to keep the configurable period in the properties file and provide a mechanism to transition from one state to another.In this case, how can be the best solution implemented in UIM.
