The Dynamic List Criteria Will Change Automatic to Another One on Environment With Non-English (Chinese, Japanese, Korean) Users (Doc ID 1591020.1)

Actual behavior

All dynamic list criteria is automatically changed to another one once the Application server is restarted.

Expected Behavior

Dynamic list criteria not to change unexpectedly

Steps

The issue can be reproduced at will with the following steps:
1. Log into Java Client as non-English (i.e. Chinese, Japanese, Korean) admin user.
To confirm the language set, click View/Edit current user, goto Preference tab, and check the value set for Format Preference | Language
2. Go to Admin-> List, search out all Dynamic list, set each Dynamic list criteria with a different value
3. Restart the Agile Application server
4. Log into Java Client and check all the dynamic lists
Found that all the dynamic list values are changed to one

The same problem happen to Display Type attribute, once one List type changes from "List" to "Search" or changes from "Search" to "List", all other Display Type will be changed as well.  For example: a single list pull-down mode will change to a search mode.
