No INVITE Is Sent To AS After Heartbeat Turned Off (Doc ID 1591700.1)

Symptoms

In the scenario below, no INVITE is sent to Application Server (AS) after heartbeat turned off:


1) With heartbeats on, initiated a call, which correctly has been routed to the AS.
2) Turned off heartbeats.
3) Initiated two more calls but they were not routed to the AS, OCCAS-SC simply sent a CAMEL continue for the InitialDP.
4) Turned the heartbeats back on.
5) Initiated a test call again, but the result was the same: No INVITE to AS, just a continue from OCCAS-SC to Switch.

When turn off heartbeat in SSU SIP / SIP Network Entities, the OPTIONS heartbeat is not sent anymore as expected.
But, no INVITEs are sent to this AS even if turn on the heartbeats again.
The system needs a full restart to send again INVITEs to this AS which is unacceptable.
