Notifications for PPM Are Sent Even When The Notifications Are Disabled In The Database Node

User receives "Subscription Notification" even though under the Server Settings > Database > Notification Enabled is set to "No".
If "Receive Email Notification" is set to "No" under the User Settings > Users > Preferences tab the user will not receive any "Subscription Notification", however the History tab does indicate a "Subscribtion Notification send"
Notifications should not be sent.
User's preferences should be ignored if the Notification Enabled Database setting is set to No.
If this property is disabled (= No), all other email notification settings are ignored.
The issue can be reproduced at will with the following steps:
1. Set under Server Settings > Database > Notification Enabled to "No"
2. Created document and added an attachment
3. Subscribed to this document and deleted attachment
4. Check Outlook Inbox > User receives 'Subscription Notification'
Not as expected, since the Notification Enabled is set to "No" in the Database Server Settings.
Users would expect NO notifications are sent.
