IPSA reporting "IPSA Config Version Detected On Device" is missing on Cisco IOS XR device

Symptoms
There is no match on the "IPSA Config Version detected on device", even if the device has the same line that IPSA would like to submit

Changes
This is a new install of the Cisco IOS XR cartridge. Customer created a custom install of the registry directory and copied the auditTemplate.xml from the Cisco Cartridge registry directory.
The Cisco IOS XR sample directory does not contain an auditTemplate.xml file
