Goal
When attempting to freeze the rebill bill segments created via batch using freeze method in BillSegment class,
the following error occurs, despite the fact the <Patch 11907646> is already installed.
ERROR

Bill Segment was created online; may only be frozen online
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a CM-CNCL-RBLL Case Type and one of its Statuses RECONCILE with the CM-CHKTHR Auto Transition Algorithm that is supposed to cancel rebill bill segments.
2. Transition the Case to the RECONCILE Status.
3. Run the batch CASETRAN so it processes the RECONCILE Status of the Case.
4. Observe the log of the CASETRAN batch shows the batch invoked the modules CM-CHKTHR & CmCancelRebillCheckThresholdAlgComp_Impl and produced the reported error.
