Status Remains 1 in EVENT_BILLING_PRODUCT_ACTION_T After Product is Cancelled

Symptoms
When inactivating a service or cancelling a product, status of associated product cancellation event is not set to 3 (INACTIVATED) in the table EVENT_BILLING_PRODUCT_ACTION_T as per documentation under "Storable Class Reference" :
Definition of Class /event/billing/product/action, and check definition of PIN_FLD_STATUS :
"Status of this product. Legal values are NOT_SET(0), ACTIVE(1), INACTIVE(2), CANCELLED(3). Only active products are assessed for cycle fees and participate in usage rating. For delayed usage events, Cancelled products are also considered."

Steps to reproduce:
1- Create product/deal/plan ( example, product with MCF event)
2- Using Customer Center (CC) create account and purchase the product.
3- Check generated events from table EVENT_BILLING_PRODUCT_ACTION_T (STATUS value is 1)
4- Cancel the prodcut/deal using CC.
5- Check event in table EVENT_BILLING_PRODUCT_ACTION_T. Status value remains 1 instead of 3.
