BRM Is Performing Partial Rating While Balances Do Not Cover The Minimum Event Quantity (Doc ID 1592968.1)

Symptoms

Test Scenario:

Configured a product in the price list to rate the custom /event/session/telco/gsm/custom_mms event on occurrence for a charge of CAD 0.75. The minimum event quantity for this event is configured to 1 and so is the increment quantity.
We are calling the PCM_OP_TCF_AAA_STOP_ACCOUNTING opcode in direct debit mode to rate a /event/session/telco/gs/custom_mms event on a subscriber's account having only CAD 0.20 left.
The PCM_OP_TCF_AAA_STOP_ACCOUNTING opcode is returning with success after performing a partial rating even though the subscriber's balances do not cover the minimum event quantity.
Our understanding is that the PCM_OP_TCF_AAA_STOP_ACCOUNTING opcode should not perform partial rating when the subscriber's balances do not cover the minimum event quantity.
