DAT_AccountBatch and DAT_BalanceBatch Not Loading in Parallel During Pipeline Startup

Goal
It has been observed that in a production system, during the pipeline startup, the DAT_Account and DAT_Balance did not start loading respective data in Parallel.
The expectation is that the data should be loaded in parallel.
From process log file, see below observations :
Looking at DAT_BalanceBatch:
Observation:

By looking at the timestamps, the account_batch data module started at 14:34:41 2nd Oct and completed at 02:36:58 3rd Oct, and then the balance batch started at 02:37:25 3rd Oct.
Note: On a test environment however, it was seen that the parallel loading of these modules would happen fine.
