Avails Check Rights-Out Option Is Not Triggering Conflict Check

Symptoms
When multiple DRO license rights are intersecting EXCEPT for the right-type, the right-types are linked by the Avails Check Rights-Out, but these rights are not caught in conflict check.
Example:
1. License 1- Territory1-Media1-Format1-Language1-1/1/2012-12/31/2012-RightType”Produce”
2. License 1- Territory1-Media1-Format1-Language1-1/1/2012-12/31/2012-RightType”Promote”
It does not get caught in conflict check even though the user has linked the values with Avails Check Rights-Out.
