ccsExpiryMessageGenerator is Not Generating Expiry Messages (Doc ID 1595370.1)

Symptoms

In all versions of Oracle Communications Network Charging and Control (OCNCC or NCC), the ccsExpiryMessageGenerator runs on the Voucher Wallet Servers (VWS) and is responsible for generating lists of Wallets and Buckets which are due to expire for subscribers.  This list is transferred to the Service Management Server (SMS) where it is processed by the ccsExpiryMessageLoader and Short Messages (SMS) are sent out notifying the affected subscribers of the upcoming balance expiration.

After a new installation of NCC or when using this functionality for the first time, it is possible ccsExpiryMessageGenerator is not generating expiry messages and the resulting files which should contain subscriber/balance lists are zero sized despite there being balances about to expire:
