AcsFciDataManagement Permission Has No Effect (Doc ID 1595835.1)

Symptoms

In a newly-created permission template which does not have FCI Data Management (AcsFciDataManagement) permissions, the FCI data is still visible and editable by an SMS user under Screens->ACS->Numbers->Edit Service Numbers.

In the screenshot below, the 'AcsFciDataManagement' is not included in the permission template yet the FCI Data Management Section is visible:
