Symptoms

In the following situations the HeartBeat service could potentially stop sending out HeartBeat requests:
 - Starting/stopping managed servers in the cluster.
 - Forcefully (e.g. "kill -9") terminating the managed server currently driving the HeartBeat in a cluster configured to run in "service availability mode".
