OFSAAI 184.108.40.206 Date Format Changes to Incorrect Timestamp After Saving Data Filter

On OFSAAI 22.214.171.124, the date format in Data Filters is saving incorrectly:
When creating a filter on a date field, the date format is 'MM/DD/YYYY':
E.g.: (((INSTRUMENT_TYPE_CD IN ('150') AND ((TO_CHAR(ISSUE_DATE,'M/d/yyyy')>='10/1/2013' AND TO_CHAR(ISSUE_DATE,'M/d/yyyy')<='10/31/2013')))))
However, after saving the filter and edit, the date format changed to timestamp :
E.g.: (((INSTRUMENT_TYPE_CD IN ('150') AND ((TO_CHAR(ISSUE_DATE,'M/d/yyyy')>='Tue Oct 1 00:00:00 UTC 0200 2013' AND \ TO_CHAR(ISSUE_DATE,'M/d/yyyy')
Due to this, the PFT allocations based on this filter are failing with the following error:
"Oracle Error: ORA-01858: a non-numeric character was found where a numeric was expected "
The filters created on dates should be saved in DATE format, not in timestamp.
Steps to reproduce
The issue can be reproduced at will with the following steps:
1. Add a filter based on a date column
2. Save the filter
3. Edit the filter and check the format date ===> it is changed to Timestamp
