CAS Database Becomes Fragmented and Increases in Size Over Time; CAS Jobs Fail With Error "Data File size limit reached"

We are crawling data sources continuously from Endeca Content Acquisition System and suddenly CAS server stopped working due to "Data File size limit is reached" error in the CAS console. The [ENDECA-CAS]\workspace\state\cas\db\db.data file is more than 16GB in size.
Other Symptoms may include:
- Not able to start CAS service and it automatically shuts down when we try to start it.
