'Configuration File (config.xml) Does Not Exist' Error Running BSP Metadata Synchronization on Multi-Tier Environment

Oracle Financial Services Analytical Applications (OFSAA)
For Oracle Financial Services Balance Sheet Planning (BSP) 6.1, you are getting errors when trying to synchronize the metadata between Hyperion Planning and the BSP schema. In your environment, you have Essbase/Shared Services and Hyperion Planning installed on separate servers. You can use Shared Services to export the BSP metadata successfully to /Middleware/user_projects/<domain>/import_export/bsp.zip on the Essbase server. However, when you go to BSP and try to run Metadata Synchronization to synchronize this metadata with the BSP hierarchies within the BSP schema, you get the following errors in the Metadata_Sync.log:
2013-09-27 13:03:49,715 INFO com.oracle.bsp.udf.ClsStandardDimension :: Error : Configuration File (config.xml) does not exist under /Middleware/user_projects/<domain>/Planning/planning1/config.xml Process aborted.
2013-09-27 13:28:07,512 INFO com.oracle.bsp.udf.ClsStandardDimension :: Error : [ClsUCntSecUtilFuncs] Error in decryption AESCryptKey.ext Key file does not exist...
The error caused the Metadata Synchronization to fail.
Note: The Metadata_Sync.log should be located in $EPM_ORACLE_HOME/logs/bsplog.
