How to Recover When Workbench Won't Open "svn: Unable to open repository" or "Unable to update your local dictionary" (Doc ID 1597418.1)

Goal

There can be different reasons why the workbench will not open.

Most common is some dictionary corruption or mismatch between the vcroot dictionary svn files and the checked out userdata working files.

If this after a propagation then it could be that a successful propagation has not completed.

Some error messages have been:

[791 AWT-EventQueue-0(19)] Event(Code=LOG_STORE_EXCEPTION, id=#0B28I19P17) occurred at 6/25/15 11:42 AM: com.inquira.userdata.UserDataExceptionDO_NOT_ADDcom.inquira.event
[791 AWT-EventQueue-0 (17)] Unable to update your local dictionary work area.
org.tmatesoft.svn.core.SVNException: svn: Working copy path 'RULE/d7a3c1ab-8521-4419-b87c-3471f36af00f' does not exist in repository
