The Adapter Is Not Applying The Timezone Conversion Validation To All Of The Queries (Doc ID 1598001.1)

Symptoms

Timezone Conversion validation for GMT to EST is not applied consistently to import data in the adapter.

When I use the "Z" on the effective date, the first query performs an OOB UTC time conversion on the effective date to find the MDM Meter. The second query doesn’t first perform the Validation time conversion on the stopreadtime like it should. Note -- The behavior is inconsistent as it does perform the Time conversion validation when inserting the usage in the readings table.

Expected Behavior --- Time Zone Conversion validation to work with out "Z" at the end of the date-time.
