Incorrect Need By Date Is Populated After Releasing POs With New Date (Doc ID 1598347.1)

Symptoms

On : 12.1.3 version,

ACTUAL BEHAVIOR
---------------
When releasing a Planned order with a changed need by date, the need by date in the Requisition created is wrong.

EXPECTED BEHAVIOR
-----------------------
Expect the Need by Date in the requisition to be the new date entered after firming the planned order.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Application.
2. Navigate to the planner workbench.
  NAV: Advanced Supply Chain Planner (R) -> Supply Chain Plan -> Workbench
3. Firm the planned order and enter a new date that is on Monday.
4. Select the record for release.
5. Save the record.
6. Release the record.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, the requisitions created are not correct.

Changes

When a PO is released with Plan suggested date, it shows the correct Need By Date. However, when the Plan suggested date is overriden with a new date, then the Need By Date is calculated incorrectly.
This issue happens whenever the New Dates fall on a Monday only (with a 5 day calendar).

Example: For a PO, the initial suggested due date was 17-Aug-2013. The New Date was populated with 19-Aug-2013 (Monday)..After the change, the Need By Date is populated as 17-Aug-2013 which is incorrect. Expectation is to be 19-Aug-2013.
