Date Values Are Decreased by One Day After Saving an Obligation

ETPM 2.3.1 SP1 with March-2013-Roll-Ups / dev environment
Whenever system tries to update or insert obligations (CI_SA), date values are decreased by one day.
The problem is not consistent. The replication steps differ, but they all relate to updating an Obligation record. Sometimes, after restarting ETPM, the problem does not occur for 2 or 3 hours of work and then it occurs randomly and all dates on obligation are decreased by one.
Example replication steps:
1. Trying to create a tax role through registration, for which the tax type has maintain obligations applicable. The below error is raised although the combination does exist in the Filing Calendar, but it seems the system searches for a date which is one day less.
3. Upon trying to create or update an obligation. Date values are decreased by one day after saving.
