12.1.3.9 Upgrade ASCP Plan Option > Demand Schedule LOV Not Showing Plan In Different Orgs

Symptoms
In test system we upgraded to 12.1.3.9. We are feeding one plan as a demand schedule to another ASCP plan for inter plant demand to feed. However after the upgrade the plan options>Demand schedule LOV is not showing the plans outside the organization for which demand schedule is being set up. This is currently working in production which is a 12.1.3.8 system.
Part 1 (Working before and after upgrade to 12.1.3.9):

MPP plan for org M1 (Owning org M1)
MPP plan for org M2 (Owning org M2)
MRP Plan called M for M1, M2 combined (Owning org Item Master)
above to MPP plans are fed in MRP plan as demand schedule

Part 2 (Not working after working upgrade to 12.1.3.9):

In production this is already implemented and working ok with 12.1.3.8
MRP Plan that has M1 and M2, called M
M1 and M2 buy from internal org S1
S1 has its own MRP plan (Owning org S1)
M is fed in S1 as a demand schedule.
with 12.1.3.9 only plans defined in S1 owning org are visible in LOV to feed in as a demand schedule in S1
other orgs who has the demand on S1 like M1, M2 are not visible/ or the plan that has them is not visible in LOV in S1 plan
