Network processor reports "unable to load file" for a given registry entry, even though the file is present (Doc ID 1600969.1)

The customer sees errors similar to the example below in the NP log causing the NP to shutdown:

Registration failure, registration entry: (resource=file:/opt/OracleCommunications/ServiceActivator/Config/networkProcessor/Custom/Registries/junosL3Vpn.xml resourceName=junosL3Vpn line:16). Unable to load file "/opt/OracleCommunications/ServiceActivator/Config/networkProcessor/junos/audit/auditTemplate.xml"
Registration failure, registration entry: (resource=file:/opt/OracleCommunications/ServiceActivator/Config/networkProcessor/Custom/Registries/junos.xml resourceName=junos line:12). Unable to load file "/opt/OracleCommunications/ServiceActivator/Config/networkProcessor/junos/audit/auditTemplate.xml"

However, the file is in place and permissions are correct.
