F1-XMLPG Batch Control Ignoring Parameters When Submitting From The Command Line

We attempting to run F1-XMLPG batch from the command line using submitjob.sh, the F1-XMLPG does execute correctly.
$SPLEBASE/bin/splenviron.sh -e $SPLENVIRON -c "submitjob.sh -b F1-XMLPG uploadStatus=C, creationDateTime=2013-11-18-00.00.00"
This batch when executed should delete all rows from the CI_XML_STGUP table with status C. There are two required parameters on the Batch Control, uploadStatus and creationDateTime, but when it executes it does not delete the rows, but the Batch completes successfully.
