Please advise on the difference between 7.5RTW and 7.5PS5 of the promise to pay action in Collections Configuration Center. 

The promise to pay action is shown in Configuration Center 7.5RTW, but not in 7.5PS5. From the documentation, promise to pay is not a predefined action. Please help confirm if this understanding is correct.

Also, please confirm if the following statement in the documentation is correct:

By default, the Promise to Pay option is available in the Collections Center Actions menu. To disable the Promise to Pay option in the Collections Center Actions menu, use the /collectionapps/collections/promisetopay permission.
