On Multi-Schema BRM system, Unable To Create Accounts On Secondary Schemas

On a multi-schema BRM system, unable to create account on secondary schema even if the secondary is the only schema kept open.
1.Run the load_config_dist utility and keep second schema open and rest all closed.
2. Restart cm
3. Try to create account
4. Status of multidb is closed for primary schema and open for second schema.
5.Account should get created for second schema as it is the only open one but account always getting created for primary schema.
