Argus Insight Installation Failed with the Error "Windows Script Host Error: Start failed to start server" (Doc ID 1602467.1)

Symptoms

While installing Argus Insight, after selecting the port number for the Argus Insight website (8084), the following error dialog box was observed:

Windows Script Host
Error: Start failed to start server

After pressing the OK button, the installer presented this message:

"Argus Insight Install wizard will now reboot the system. Please save any unsaved work"

But, actually, it is not installed. in IIS, we see that Argus Insight website is disabled
