MSCSLPPR5 Launch Supply Chain Planning Process Errors Intermittently ORA-01653: unable to extend table MSC.MSC_PLAN_QUERIES ORA-20000

Symptoms

12.1.3.8

The customer has to constantly increase the table-space then disk storage to accommodate ASCP.
This is for a very small plan: 3000 distinct items; 10 organizations; approximately 20 BOMs with 400 items approx in each BOM. They have 7 plans.
They have MSC: Purge Staging and Entity Key Translation Tables Y
MSC: Share Plan Partitions - N

Partitioning looks good as well, i.e a few free partitions but nothing out of the ordinary.
Upon running the SQLs in note 220115.1, we noticed that one table is growing uncontrollably:

The table MSC_PLAN_QUERIES is occupying 75GB of 90GB allocated.

Steps:

1. Launch ASCP plan
2. Fails intermittently
3. Table MSC_PLAN_QUERIES growing very large
