ALMBI 6.1 Installation Fails on Upload of Data Model When Model Upload Option Not Selected (Doc ID 1603901.1)

When installing Oracle Financial Services Asset Liability Management Analytics (ALMBI) 6.1, the installer is trying to execute a Model Upload when you chose the option not to upload the data model.  In the GUI installer, you selected "No" for the question "Do you want to perform Model upload ??".  However, the ALMBI 6.1 install log shows an error occurs when it tries to execute a model upload:

[Wed  27/11/2013 04:30:34] [OFSALMBI] [ERROR] - Unable to contact FICServer @  <server name>:9999
[Wed  27/11/2013 04:30:34] [OFSALMBI] [ERROR] - =====Exception==== Connection refused
    at com.ofss.fsgbu.installer.common.UtilityFunctions.pushCargoToServer(
    at com.ofss.fsgbu.installer.preinstall.UploadModel.install(
    at com.zerog.ia.installer.actions.CustomAction.installSelf(DashoA10*..)

The following error appears in the GUI installer also:

Unable to contact FICServer @
<server name>:9999

The error stops the installation of ALMBI 6.1.
