Receipt of a Closed Transfer Creates an Overage TRAN_DATA Record

In Oracle Retail Merchandising System (RMS) 13.1, receipt of a newly created shipment for a closed transfer creates a overage TRAN_DATA record.
Steps to Reproduce:
1. Create a Transfer between locations (warehouse to store).
2. Execute the transfer close batch (tsfclose) to close the transfer (dates and/or tsf_quantities need to be aligned to achieve a TSF in close status).
3. Ship merchandise from Retail Warehouse Management System (RWMS). In RMS store auto-receive should be turned on.
4. Validate TRAN_DATA records. Note that there is an overage record  set for the newly created shipment.
