Workflow Job Fails with ORA-20003 And WFENG_COMMIT_INSIDE (Doc ID 1604634.1)

Symptoms

Define a Workflow with one PLSQL sub-program.  Within the Workflow, set up Parameter value propagation
so that Parameters contained in the PLSQL sub-program can receive its values automatically from the Workflow.
Submit the workflow job using Message-Triggered Submission.

The Workflow job fails with the following error message in the job log:

Error Code: ORA-20003:: Error Description:  : Error occured during workflow(<ITEM TYPE>) Execution. Please check Workflow Monitor for more Details.
DEBUG MESSAGE FROM OWB/CDR DB Server-WF Operator: User defined program returned Failure...
Execution Status : Failed :: Job Status: Failure :: <DATE> <TIME>

Error Code: ORA-20003:: Error Description:  : Error occured during workflow(<ITEM TYPE>) Execution. Please check Workflow Monitor for more Details.

Workflow Monitor shows the following error:

Error Activity ID: <ACTIVITY ID>
Error Activity Label: <ACTIVITY LABEL>
Error Item Type:  <ITEM TYPE>
Error Item Key: <ITEM KEY>
Error Message  3146: Commit happened in activity/function '<ACTIVITY LABEL>/WB_RT_WORKFLOW_UTIL_11G.EXECUTE_TASK'

Error Name:  WFENG_COMMIT_INSIDE
