Authorization Was Successful when Subscriber Balances Not Cover the Minimum Event Quantity (Doc ID 1606038.1)

Symptoms

On : 7.5.0.0.0 version, TCF AAA

Scenario:

*  The subscriber has only $0.45 remaining credit of monetary balance
*  The subscriber is receiving a voice call having a rate of $0.25 + $0.35 per minute with a minimum event quantity of 1 minute.
*  The PCM_OP_TCF_AAA_AUTHORIZE opcode, which is called when the subscriber receives the voice call, returned a successful authorization granting a quota of 45 seconds even though the minimum event quantity is 1 minute.

Expected Result:

Because the subscriber did not have sufficient credit to cover the minimum event quantity, one would expect the PCM_OP_TCF_AAA_AUTHORIZE opcode to return an authorization failure.
