A Delayed Usage After Transfer is Still Using Old Tax Items (Doc ID 1606187.1)

Symptoms

On :  7.4.0.13.0 version,  Pipeline Rating & Discounting/Batch rating problem

After transfer, if usage will come bit late after bill cycle for previous bill cycle, then it is using old tax item.


STEPS
-----------------------
1. On Oct 1, create a non-paying Child account, BDOM = 8
2. On Oct 9, run billing for first cycle, Oct 1 - Oct 8
3. Rate the usage by passing the input file (any time before transfer)  
4. On Oct 25, transfer the unit to different parent account, this will create new Child account under a different Parent account.
    By calling custom opcode XYZ_OP_CUST_TRANSFER_SUBSCRIPTION which internally calls PCM_OP_SUBSCRIPTION_TRANSFER_SUBSCRIPTION
5. On Nov 9, run billing for next cycle, Oct 8 - Nov 8
6. Rate a delayed usage, the Usage Start Time should be before the Transfer Date

ACTUAL BEHAVIOR

FCT_ItemAssign is picking the old /item/cycle_tax created on Oct 25 after transfer

EXPECTED BEHAVIOR
-----------------------
FCT_ItemAssign should pick up the new /item/cycle_tax created on Oct 1 before transfer
