Unable to Send SMS From Convergence

Information in this document applies to any platform.
After configuring One-Way SMS for Convergence 3, messages that should go out the SMS channel are failing and staying in the queue to be retried later.

The mail.log_current log file shows "Q" status messages like the following:
09-Dec-2013 15:00:26.04 sms Q 2 email@example.com rfc822;12345@sms-handle 12345@sms-handle Error writing to a TCP socket
New installation or upgrading to Convergence 3 with Messaging Server 7.0.5 and configuring the new SMS add-on feature in Convergence.
