Unable to Send SMS From Convergence

Symptoms
After configuring One-Way SMS for Convergence 3, messages that should go out the SMS channel are failing and staying in the queue to be retried later.

The mail.log_current log file shows "Q" status messages like the following:
09-Dec-2013 15:00:26.04 sms Q 2<USER>@<DOMAIN> rfc822;12345@sms-handle 12345@sms-handle Error writing to a TCP socket
