Claim Digger Prompts For Password Then Fails with Event Code: 65B751B5

When attempting to launch Claim Digger, a login screen is received displaying the user's P6 login name and prompting for a password.
Regardless of which password (including <blank>) is entered, the authentication fails with Event Code 65B751B5. The "More" details can provide messages like the following:
- com.primavera.bo.common.InvalidInstanceLoginException: Login failed due to invalid database instance 1
