Symptoms
'Error 401 -- Unauthorized ' message displays when attempting to enable debugging (http://<server>:<port>/spl/cis.jsp?debug=true ).
Additionally, the following message appears in the server log:
2013-12-16 11:35:06,169 [[ACTIVE] ExecuteThread: '1' for queue: 'weblogic.kernel.Default (self-tuning)'] WARN (web.services.RequestContextFilter) No permission to use debug flags for User 'XXXXXX'
