When Attempting To Restart OFSAA Batch Using JXRB, IccServer Is Receiving NULL User Id (Doc ID 1608860.1)

When attempting to run a batch userid value is passed intermittently during the batch execution. The same batch completes successfully sometimes, and it fails on some other times.
Upon analysis, it was found that userid was missing (sent as NULL) when the request was triggered in DB.
Due to this issue, only DQ tasks are failing.  

The problem seems to be when issuing JXRB, as iccserver is not taking the user id.
This can be found out in the attached iccserver.log. For some runs OFSAAADMIN is passed as user,
but for some others in the same log the value for user id is NULL.

Since DQ is using the user id, restart actually fails.
For the rest of the batches, system is querying on
REV_APP_USER_PREFERENCES and takes the default user
as SYSADMN and proceeding  unless specified as OFSAAADMIN.
