Why Does RWMS Skip Large Numbers for Some System Generated Sequences?

Goal

In Oracle Retail Warehouse Management System (RWMS), there are some numbers generated using database sequences.  For example:

APPT_NBR is generated using APPT_NBR_SEQ database sequence
RECEIPT_NBR is generated using RECEIPT_NBR_SEQ database sequence


Sometimes it is observed that the next generated number used in RWMS skips a large number.  For example, the last APPT_NBR was 10012, and next APPT_NBR assigned by the system is 11001.  Why has RWMS not generated next APPT_NBR as 10013?   Why did it skip a large amount of available numbers and assign 11001 instead?
