Symptoms

When Japanese user opens a case routed from Global which was created by English user, and go to
Case Form >> Analysis >> PMDA Info >> General, the 'Japanese Follow-up Received Date' field date
is shown as earlier than the 'Japanese Initial Receipt Date'.

The case can be continued to be updated without error with keeping these
'Japanese Follow-up Received Date' and 'Japanese Initial Receipt Date'.

Once the case is saved without modifying the 'Japanese Follow-up Received Date', from here on out,
the 'Japanese Follow-up Received Date' keeps to be shown as earlier than 'Japanese Initial Receipt Date'.
