Newly Added Search Environment and Engine Does Not Start

Starting a new remote search engine that was added to a new search environment on an existing and working search project doesn't work (the remote engine is not started). The engines cannot be started from the Search Admin UI or the component browser view of the /atg/search/routing/RoutingSystemService component.
Enabling debugging (by setting loggingDebug=true) on the /atg/search/routing/RoutingSystemService component shows a single debug line:
A new search environment was added to an existing search project (which has a pre-existing and working search environment). Search engine host machines were added to this new search environment.
